Partner With Us

Local companies deliver. We handle everything else.

Most companies we work with have never touched a federal contract — and don't need to have. If your company does excellent work in your trade, we bring the opportunity, run the compliance, and put a federal prime's structure around your crew.

STEP 01

We find the fit

We track federal opportunities daily and match them to companies by trade, location, and capacity — then reach out with the specifics: scope, site, dates, and what your price needs to cover.

STEP 02

You price your work

You give us a firm price for your part. We assemble the quote, handle SAM, PIEE, and submission requirements, and carry the contracting-officer correspondence. No bid portals for you to learn.

STEP 03

You perform, we manage

On award, you do the work you're known for. We manage invoicing, compliance documentation, wage determinations, and the customer relationship — and we pay on the terms we agree in writing, up front.

What we look for in a partner

  • A real business in the trade — licensed and insured for the work you perform
  • Firm, honest pricing — a number you can stand behind through award
  • Responsiveness — quotes move in days; a reply by the date we agree
  • Documentation when asked — insurance certificates, certifications, references
  • Pride in the work — federal sites notice who shows up and how

About Lee-Marshall

Named for family. Built for the long term.

Lee-Marshall Consulting LLC is a SAM-registered small-business prime contractor based in O'Fallon, Illinois. The company was founded to do government contracting the straightforward way: find real needs, team with the local companies best able to meet them, price honestly, and perform.

We are deliberately a prime-and-partner company. Federal buyers get one accountable contractor with affirmed cybersecurity compliance and NAICS coverage across consulting, facilities, food, construction, and supply. Local businesses — many of them small, family-run, and excellent at their trade — get access to federal work without the portal registrations, clause research, and submission machinery that keep most of them out.

“Lee-Marshall is named after my son, and built in honor of my grandmother, who put our family ahead of her own dream of owning a consignment shop. Her dream was a business of her own — I'm carrying it forward, building one worth handing down to him.”
— Whitney Bean, Director

Questions

Asked often, answered plainly

Search SAM.gov for CAGE 19AQ0 — our registration is active through February 15, 2027, with women-owned and minority-owned small-business status as listed in SAM. Our CMMC Level 1 self-assessment affirmation is in SPRS under the same CAGE code, current through November 5, 2027. For a capability statement or representations, email whitney@leemarshallconsultingllc.com.

Yes — that's the model. You need to be a real business in your trade, licensed and insured for the work, and able to give firm pricing and perform to the site's standard. We handle SAM, submissions, clause flow-downs, and invoicing. Start with a short introduction email: your trade, where you work, and the size of jobs you handle well.

Payment terms are agreed in writing before any quote is submitted — never after. Invoicing runs through Lee-Marshall as prime, and we pay on the schedule in our teaming or subcontract agreement for that award.

We self-perform contract management, compliance, and consulting work, and team with delivery partners for trade work — structured to meet the limitations-on-subcontracting rules for each award, including similarly-situated-entity arrangements where a set-aside requires them. Tell us the solicitation number and we'll tell you exactly how we'd structure it.

We're headquartered in O'Fallon, Illinois, and we pursue work wherever a qualified local partner can perform it — recent partner outreach spans the Midwest, the Great Lakes, New England, and the Southeast. If the site is near your crew, the distance from our office doesn't matter.

No. For equipment and supply requirements, we quote through authorized distributors and dealers of the specified manufacturer, and we verify authorized-channel status before submitting — so warranties and specifications hold up at delivery.
